ટી સંખ્યા “હું મહારા દેશને રેટ દેશને યોગ્ય બદલો આપીને ખાઉં છું કે કેમ?” એ પ્રશ્નને સન્તોષકારક ઉત્તર આપી શકે એમ નથી. હિન્દુસ્થાનની તીજોરીનાં નાણું બહુ જ મહેટે ભાગે આપણું અભણ દેશબંધુએના પરસેવાનાં બનેલાં હોય છે; અને એમાંથી જ આપણું કૅલેજે અને કચેરીઓના ખર્ચ ચાલે છે આ ધ્યાનમાં રાખીએ તે આપણે કેળવાએલા વર્ગને મહેટો ભાગ અભણ વર્ગ પ્રત્યેનું પિતાનું દેવું બરાબર વાળે છે એમ કહેવું કઠણ પડશે.
આલસ્ય જેવા જ આત્માને ખાઈ જનારા બીજા દે તે વિષાદ ચિન્તા શંકા આદિ છે. આપણું કેળવાએલા જનમાંના ઘણાએકને દેશ પ્રત્યે લાગણી તે હોય છે, પણ તેઓ એની વર્તમાન સ્થિતિ જોઈને એવા વિષાદમાં–ખેદમાં ડૂબી જાય છે કે તેઓને કાંઈપણ કર્તવ્ય કરવા જેવું
“ The influence of higher education is expected to elevate the national life proportionately to its height and depth. The writer in East and West to whom I have referred estimates Rs. 4 per head as the annual cost of primary education. That of collegiate education ranges from over Rs. 250 per head in Government institutions to, perhaps, a third of that sum in private colleges-say, an average of Rs. 100 par head. That is to say, 25 pupils can be educated in a primary for what it takes one young man to undergo University education. The State cannot spend so much on one person except in the belief that the influence of the one man will more than compensate for the loss of opportunity of primary education of 25 children. In other words, State support of higher education rests on the condition that higher education has an essential altruistic foundation as its basis and as its outcome On the portals of a University and in the hearts of every University man should be engraved the motto; “Freely you have received, freely give." Original research, altruistic service, and the always selfless work of teaching-these are the ends for which Universities exist, and their claim to the support of the state depends on their due fulfilment."
