This way it is affirmed that the soul of the perpetrator is only a Jailer. Nothing more than that. In other words, a soul, at the most, can become a Jailer but it cannot become a judge who can independently punish another soul (without the order of Karmasatta). This is also the reason why he cannot either increase or decrease the punishment even by the smallest degree.
