से काटो । इसको सिंह या वृषभ की पूंछ से बांध दो । इसको दावाग्रि से जला दो । इसके मांस के कौड़ी के समान टुकड़े बना कर इसी को खिलाने का प्रबन्ध करो। इसका भोजन और जल रोक दो । इसको यावज्जीवन बन्धन में रखो । इसको किसी और अशुभ कुमृत्यु से मार डालो |

टीका - इस सूत्र में नास्तिक अपनी बाहिरी परिषद् के प्रति जैसा अन्याय - पूर्ण व्यवहार होता उसका वर्णन किया है । यदि कोई नास्तिक ग्राम आदि का अध्यक्ष हो और उसके दास आदि से छोटे से छोटा अपराध भी हो जाए तो वह क्रोध से परिपूर्ण होकर उसके लिए निम्न लिखित कठोर से कठोर दण्ड विधान करता है, जैसे:
इसका सर्वस्व हरण कर लो। इसके सिर के बालों का मुण्डन कर दो । इसका तिरस्कार करो, इसको कोड़े आदि से मारो, इसको बेड़ी या सांकल से बांधो। इसको लकड़ी के खूंटे से बांध दो । इसको कारागार में डालो । निगड़ आदि बन्धनों से इसके अग्गों को संकुचित कर मोड़ डालो । जब इसके अङ्ग अङ्ग जकड़ दिये जाएँगे तो यह अपनी होश में आ जाएगा । इसके हाथ, पैर, नाक, कान, शिर, ओष्ठ और मुख का छेदन करो। इसकी जननेन्द्रिय काट डालो । इसका हृदय छेदन करो। इसी तरह इसके नेत्र, वृषण, दन्त, वदन और जिह्वा उखाड़ डालो । इसके अधोद्वार से शूल प्रक्षेप कर मुख -द्वार से बाहर निकालो। इसकी कुक्षा आदि त्रिशुल से भेदन करो । इसके शरीर पर शस्त्र आदि से घाव कर नमक सिञ्चन करो। इसको कर्तनी से चीर दो और विदारित करो । इसको सिंह - पुच्छित करो - इसका अर्थ वृत्तिकार इस प्रकार करते हैं:
"जब सिंह सिंहनी से मैथुन करता हे, उस समय मैथुन समाप्त होने पर सिंह की जननेन्द्रिय योनि से बाहर निकलते समय कट जाती है, इसी प्रकार इसके लिङ्ग का भी छेदन करो" । किन्तु अर्द्ध-मागधी कोष में लिखा है "गर्दन के पिछले भाग की चमड़ी उधेड़ कर सिंह के पूंछ आकार से उसका लटकाना तथा सिंह के पूंछ के आकार की चमड़ी उधेड़ना यह एक प्रकार की शिक्षा है इत्यादि । तथा उसको वानरवत् सिंह की पूंछ से बांध देना अथवा वृषभ की पूंछ से बांध देना, क्योंकि सिंह या वृषभ की पूंछ से बंधा हुआ व्यक्ति अत्यन्त विडम्बना का पात्र होता है । उपलक्षण से हस्ति आदि की पूंछ से बांध दो इत्यादि जान लेना चाहिए ।
