Chapter 60
RULING A BIG COUNTRY
Rule a big country as you would fry small fish. Who rules the world in accord with Tao, shall find that the spirits lose their power. It is not that the spirits lose their power, But that they cease to do people harm. It is not (only) that they cease to do people harm, The Sage (himself) also does no harm to the people. When both do not do each other harm, The original character is restored.

एक बड़े देश की हुकूमत ऐसे करो जैसे कि तुम छोटी मछली भूजते हो। जो संसार की हुकूमत ताओ के अनुसार चलाता है, उसे पता चलेगा कि अशुभ आत्माएं अपना बल खो बैठती है। यह नहीं कि अशुभ आत्माएं अपना बल खो देती है, लेकिन वे लोगों को कष्ट देना बंद कर देती हैं। इतना ही नहीं कि वे लोगों को हानि पहुंचाना बंद कर देती है, संत स्वयं भी लोगों की हानि नहीं करते। जब दोनों एक-दूसरे की हानि नहीं करते, तब मॉलिक चरित्र पुनःस्थापित होता है।
