Rulers
of the best rulers The people do not know that they exist; The next best they love and praise; The next they fear; And the next they revile. When they do not command the peoples faith, Some will lose faith in them. And then they resort to oaths! But (of the best) when their task is accomplished, their work is done, The people all remark: 'we have done it ourselves!

शासक
सर्वश्रेष्ठ शासक काँन हैं? जिसके होने की भी खबर प्रजा को न हो, उससे कम श्रेष्ठ को प्रजा प्रेम और प्रशंसा देती है, उससे भी कम से वह डरती हैं,
और सब से घटिया शासक की वह निंदा करती है। जब शासक प्रजा की श्रद्धा के पात्र नहीं रह जाते, और प्रजा उनमें विश्वास नहीं करती, तब ऐसे शासक शपथों का सहारा लेते हैं! लेकिन जब श्रेष्ठ शासक का काम पूरा हो जाता है, तब प्रजा कहती है: यह हमने स्वयं किया है।'
