As the internal efficiency of each institution improves. the performance of teachers and students would improve also. This implies that the role of the administration is to play in the entire system for bringing about greater internal efficiency of each institution. It has been long felt that the first degree courses in Indian Universities need structuring to make them serve better the cause of higher education.
