Question: According to stanza 267 a living being achieves liberation on his own. Does it mean that even an Arahanta or Tīrthamkara can't provide liberation to his devotees or to the persons of his choice?

Answer: Yes. As stated elsewhere (for example, see Appendix-2) an Arahanta or Tirthamkara does not favour or disfavour any living being. Further, the law of independence works everywhere. One gets Karmika bondage or liberation according to one's own actions.
सव्वे करेदि जीवो अज्झवसाणेण तिरियणेरइए । देवमणुए य सव्वे पुण्णं पावं च णेयविहं । । 268।। धम्माधम्मं च तहा जीवाजीवे अलोगलोगं च ।
सव्वे करेदि जीवो अज्झवसाणेण अप्पाणं । । 269 ||
Savve karedi jīvo ajjhavasaņeņa tiriyaneraie. Devamanue ya savve punņam pāvam ca neyaviham. ||268|| Dhammādhammam ca tahā jīvājīve alogalogam ca. Savve karedi jīvo ajjhavasanena appāṇam. ||269||

By Adhyavasana a soul makes oneself a living being of Tiryamca realm (animal, insect, bacteria, plant, etc.), hell realm, celestial realm, human realm, and a living being of various auspicious and inauspicious kinds. [268]
Similarly, by Adhyavasāna a soul makes oneself all types of substances Dharma Dravya, Adharma Dravya, animate, inanimate, cosmos, and trans-cosmos. [269]
