If you consider a self-realised (enlightened) person to be God, then indeed one can consider that Gita to have been created by God. But if you imagine it to have been created by a kind of divine heavenly entity then it is not possible, as the creation of a book is an ordinary task with a beginning to it at a given point in time is not something that is eternal and needs divine intervention. The Gita is considered to have been created by Shree Vedvyas, and it contains the words of wisdom as preached by Lord Krishna to Arjun on the battlefield. Thus, its main creator can be said to be Lord Krishna. Gita is an excellent text, and the essence of it's teachings can be considered eternal, but the verses as composed within it cannot be considered so.
