પંચ કમિટીના રિપાઈ પણ દિગબરીઓની વિરૂદ્ધમાં એ રિપોર્ટમાં કહ્યું છે કે,
"It is glaringly clear from the atmosphere seen there that the entthusiasts of Digambari sect are making frantic efforts to ocupy every spot by placing new articals, Idols, and naming Them as “Digambari sansthan.” Of course, in our opinion, it is contrary to the judgement of the highest judicial authorities.
અમને અહીંનું વાતાવરણ જોતાં એવું સ્પષ્ટપણે જણાયું છે કે દિગંબર સંપ્રદાયના લોકોએ મંદિરમાંની એકેએક જગ્યાએ નવી નવી વસ્તુઓ, મતિઓ મૂકીને અને તેને દિગંબર સંસ્થાનું નામ આપીને રોકવાને અજબ પ્રયાસ કરેલો છે, જે અમારા માનવા મુજબ સર્વોચ્ચ ન્યાયાલયના ચુકાદાઓની તદ્દન વિરુદ્ધ છે.”
આ રિપોર્ટ અને શેઠશ્રી કસ્તુરભાઈ લાલભાઈએ સુપ્રત કરેલા નિવેદને અને તીર્થકમિટીના કાર્યકરોની મહારાષ્ટ્ર સરકારને તેમના કાયદા ખાતા મારફત બન્ને પક્ષોના હક્કોની ચકાસણી કરવાની ખુલ્લી ઓફરના પરિણામસ્વરૂપ મહારાષ્ટ્ર સરકારના કાયદા ખાતાએ (Law Department) બન્ને પક્ષોનું કહેવું સાંભળ્યા પછી તા. ૧૮-૧૦-૬૯ના રોજ પિતે જ નીચે મુજબ હુકમ આપેલ જેથી શ્વેતાંબરના હક્કનું સંરક્ષણ કરવાની જવાબદારી સરકારે સ્વીકારી હતી. જે પત્રની નક્લ વાચકેની જાણ માટે જેવી ને તેવી જ નીચે આપવામાં આવે છે:
