Kautilya has given the word 'Kāstīra' in place of Kāśmīra (RR g). Dr. R. P. Kangle quotes Dr. V. S. Agrawal who has quoted 'Kāśmīra rāṣṭrakam'. Dhanapala has deemed it a part of the Uttarapatha.5
Kulūta
Dr. Law" takes it to be the same as Kullu which also occurs as Kulūta in the Epics. The district of Kully (Kullū) in the upper valley of the Beas river exactly corresponds with the kingdom of Kiu-lu-to which is placed by Hieun-Tsang at 700 li or 117 miles to the north east of Jalandhar.
Strīrājya
Vatsyāyana in his Kāmasūtra 7 ग्रामनारीविषये स्त्रीराज्ये च बाह्लीके बहवो युवानोऽन्तःपुरस्वधर्माणः एकैकस्य परिग्रहभूताः refers to Strīrājya in association with grāmanārīviṣaya and Bāhlīka. According to Sir Monier Willams Strīrājya is a region perhaps in Bhūṭāna peopled by Amazonian women. According to Yasodhara, the commentator of Vātsyāyana.

which easily makes it clear that both are the contiguous regions. Dhanapala has referred to Strīrājya in context with the inner apartment of Tilakamañjarī surrounded on all sides by lacks of 'Kumārīpuraprāsādas' having seven storeys as if it were the Strīrājya brought having been vanquished.
