________________ 166 TILAKAMANJARĪ OF DHANAPĀLA (the wild tribes) and between the handsome people of the Arya Janapadas the Kikatas (the anārya or non-aryan tribes) may allude to all types of habitations forming part of the kingdom of Meghavāhana and Harivāhana, which formed a definite Geographical unit in the times of Dhanapāla. The Ekaśủnga series of Vaitādhya contains reference to Kuntala, (aburgaretcilettahlych :) Himācala, Sindhu, Kerala and Läta' (मैनाकवियोगदुःखरुदितहिमाचलाश्रुजलमिव संगलितम्। सैन्धवीकपोलच्छविभिरिव केरलीदशनकिरणैरिव लाटीकटाक्षछाटाभिरिव निर्मितम्) proving thereby the supremacy of Meghavahana over these: Dhanapāla's reference to the region called Puşkarāvati (TM. Sm. ed. p. 407. L. 16 ( Riad A fasta) to the east of mount Meru (Rudra Himālaya in Garhwal) also alludes to the inclusion of Puşkarāvatī, a town proper to the east of Garhwal within the Kșetra of Cakravartis Meghavāhana and Harivāhana. Reference to Rathanūpuracakravāla, the ornament of the southern range of Vijayārdha, (विजयाप्रदक्षिणश्रेणिभूषणम् रथनूपुरचक्रवालसंज्ञं FERTRT)) and Gaganavallabha, the chief town amongst all the towns, foremost in unprecedented glory in the northern range of the Vijayādhara mount (अस्त्यत्रैव विजयार्फशिरव रिपुशरश्रेण्यामनुवाद श्रोकमाद्यं सर्वनम सणाम् भमनवल्लभामिधानं प्रधानभरम्) along with "बहुलशो गन्धर्वबालिकावकृष्टस्फुटिततरुवत्कलोद्गीर्णघनसारम्" and "व्रजति विरलतामनुर्वीगन्धर्वनगरे स्कन्धावारे5 all go to make it manifest that the jurisdiction of the Cakravartiksetra encompassed within its fold the countries of the Gāndhāra as well apart from the regions of the southern and northern series of Vijayārdha. Airāvartavarsa may be the same as Airāvattamandala which was included in the Patodāvisaya. It may be identified with Ratāgrha in the Banki Police Station of the Cuttack district." (नीलात्परतरं श्वेतं श्वेताद्धारण्यकं परम् वर्षमैरावतम् राजन् नानाजनपदावृतम्।। उत्तरेण तु शृङ्गस्य समुद्रान्ते जनाधिप, वर्षमैरावतं नाम तस्माच्छ्रङ्गमतः 241) or a country to the north of the mount Sringavana near the seashare as per Mahabharata? 1.
