I requires the acquisition of a good number of qualities. L'nless a man shreds his fear-complex, speaks truth and looks upon others the same way in which he looks upon himself, it is not. possible for him to practise non-violence; and again, mere physical non-violence is not enough. There must be nonviolence in thoughts as well as in words and deeds. It is only when we begin in practise on a large scale nondialence of this type that we shall be able to realise full democracy, Mere absence of the foreigner or a machinery for election does not give us democracy in the reat sense.
