“येन सेतव्या नाम कोसलानं नगरं तद् अवसर।" -दीघनिकाय, भाग २ जैन दृष्टि से कौशल देश अयोध्या और उसके आसपास का प्रदेश माना गया है।
सेयविया का किसी-किसी ने 'श्वेतबिका' यह सस्कृत रूपान्तर भी किया है। सूत्र में उल्लिखित 'पएसी' इस शब्द का टीकाकार आचार्य ने 'प्रदेशी' सस्कृत भाषान्तर किया है और आवश्यकनियुक्ति मे 'पदेशी' शब्द का प्रयोग किया है। देववाचक क्षमाश्रमण ने इसे 'रायपसेणिय', टीकाकार मलयगिरि मे 'रायपसेणीय' तथा कुछ आचार्यों ने “राजप्रश्नीय' या ‘राजप्रसेनकीय' नाम का उल्लेख किया है।
इस राजा सम्बन्धी जो वर्णन इस 'रायपसेणियसूत्र' मे आगे किया जाने वाला है, उससे मिलता-जुलता वर्णन दीघनिकाय के ‘पायासि सुत्तत' मे भी किया गया है। इसमे मुख्य प्रश्नकार राजा ‘पयासी' है और उसका वश राजन्य एव सम्बन्ध कोशल वश के राजा ‘पसेनदि' के साथ बताया है। "रायपसेणिय' के उक्त सूत्र मे उक्त राजा पएसी का जो चरित्र अत्यन्त पापिष्ठ, अधार्मिक और
अनीतिवान राजा के रूप मे वर्णित है। वैसा तो दीघनिकाय मे नही कहा है, किन्तु वहाँ इतना उल्लेख ॐ अवश्य है कि इस राजा के विचार पापमय थे और यह मानता था कि परलोक नही, औपपातिक सत्ता नही है और सुकृत-दुष्कृत का किसी प्रकार का फलविपाक नही है। -दीघनिकाय, भाग २
प्रदेशी राजा के चरित्र-वर्णन से स्पष्ट होता है कि यह राजा अनात्मवादी और घोर नास्तिक तथा अधार्मिक वृत्ति वाला था। नरक-स्वर्ग आदि परलोक या पुनर्जन्म की सत्ता नही मानता था।
Elaboration--In Jain literature there is a mention of twenty five and a half noble states and their capital. Twenty five states were completely noble but only half of Kekaya state was ruled by noble king and inhabited 9. by noble people. So here it is mentioned half Kekaya state In Buddhist literature also, there is a mention of Kekaya. The historians consider Peshawar (now in Pakistan) or a place nearby as its capital while some historians are of the view that Nepalganj-a town between Shravasti and Kapilvastu should be Shvetambika (Saivaya) It is situated at the bottom of Nepal in north-east of Shravasti.
‘Kaikeyee' was one of the queens of king Dashrath. She belonged to Kekaya state and possibly because of it she was named 'Kaikeyee'.
In scriptures, "Seyaviya' has been mentioned as capital of Kekaya state. In Avashyak Niryukti it is mentioned that Shraman Bhagavan Mahavir during pre-omniscient monkhood had gone towards North Vachaal and from there to Seyaviya. The Shramanopasak king Pradeshi of this town praised Bhagavan Mahavir and thereafter Bhagavan reached Surabhipur. But where this town is located at present is not clearly known ___ In Deeghanikaya, a Buddhist scripture, this town is mentioned as “Setavya' in 'Payaası Suttantam' while moving in Kaushal state Kumar
