The cities of coronation of the Royal Murdhabhishikt warrior kings have been. declared as the capitals. The names of these ten cities are as Champa, Mathura, Varanasi, Shravasti, Saketpur, Kampilaya city, Kaushambi, Mithila, Hastinapur and Rajgrahi.
विवेचन- चंपादि इन दस राजधानियों में बारह चक्रवर्ती हुए हैं जिनमें से शांतिनाथ, कुंथुनाथ और अरनाथ ये तीन चक्रवर्ती एक ही हस्तिनापुर नगरी में हुए हैं। इन राजधानियों में साधु को एक महीने में एक बार से अधिक जाने-आने का निषेध है । परन्तु किसी विशेष कारण से दूसरी बार जाने पर प्रायश्चित्त तो नहीं भी आता है, लेकिन तीसरी बार जाने पर तो प्रायश्चित्त आता ही है।
इन बड़ी राजधानियों में एक महीने में एक बार से ज्यादा जाने-आने पर राजपुरुषों को गुप्तचर होने की शंका होना आदि अनेक दोषों की सम्भावनाएँ रहती हैं। पूर्व सूत्रों में राजा के भोजन, निवासस्थान, राज्याभिषेक आदि प्रसंगों के संबंध में विवेक रखने का सूचन किया गया है तो इस सूत्र में उन बड़े राजाओं की राजधानी में बार-बार प्रवेश का निषेध और प्रायश्चित्त सूचित किया है।
भाष्य में अन्य अनेक संयम सम्बन्धी दोषों की सम्भावनाएँ भी कही हैं। इन राजधानियों में अनेक महोत्सव राजा के तथा नगरवासियों होते रहते हैं। नृत्य, गीत, वादित्र वादन, स्त्री पुरुषों के अनेक मोहक रूप आदि विषयवासनावर्धक वातावरण रहता है। यह देखकर भुक्तभोगी को पूर्वकालिक स्मृति, अभुक्त को कुतुहल आदि से संयम- अरति एवं असमाधि उत्पन्न हो सकती है तथा जनता के कोलाहल आदि से स्वाध्याय, ध्यान की भी हानि होती है। वाहनों की प्रचुरता से और जनाकीर्ण मार्ग रहने से भिक्षागमन आदि में संघट्टन परिघट्टन आदि होते हैं, इत्यादि दोषों के कारण इन दस बड़ी राजधानियों में तथा ऐसी अन्य बड़ी नगरियों में भी बारम्बार जाना-आना संयमी के लिए हितकर नहीं है।
Comments-There have been twelve chief lords (Chakravarti) in these ten capital's namely Champa etc. Out of these the three named Shantinath, Kunthunath and Aranath have been of the same city Hastinapur. To visit in this capital more than once within a month is totally prohibited to a Shraman, but if he has to visit due to some unavoidable circumstances in the capital second time then there is no expiation for it but if he visits for third time then the expiation certainly comes to him.
The probabilities of many other restrained related faults have also been stated in Bhashya. To go more than once is banned during a month in these ten capitals. In order to perform any special job there, no expiation comes in going for second time, but going there for third time falls in the Category of expiation. Through going more than once in these capitals the fear remains in the mind of Royal persons that the ascetic may be a spy.
So many ceremonies are celebrated in these capitals. There remains the lust increasing atmosphere by many a attractive and deluding figures of men and women, dances, recitation, music etc. Viewing all these the experienced one may recall its past memories, the unexperienced may deflect from the restrain due to curiosity and there may also be loss of study and contemplation due to noise of festivities. Going to seeking alms in public occupied streets due to fault of Sanghtan and Parighatana etc., leaving and arrival repeatedly in these ten big capitals and in such big cities is not fit for an ascetic.
