ON PUNISHMENT (2)
Who is brave in daring (you) kill, Who is brave in not daring (you) let live In these two, There is some advantage and some disadvantage. (Even if Heaven dislikes certain people, Who would know (who are to be killed and) why? Therefore even the Sage regards it as a difficult question. Heaven's Way (Tao) is good at conquest without strife, Rewarding (vice and virtue) without words, Making its appearance without call, Achieving results without obvious design. The heaven's net is broad and wide. With big meshes, yet letting nothing slip through.

दंड (2)
तम उसकी हत्या कर देते हो जो आकमण करने में साहसी है तुम उसे जीने देते हो जो आक्रमण नहीं करने में साहसी है। इन दोनों में, कुछ लाभ भी है और कुछ हानि भी। यद्यपि स्वर्ग कुछ लोगों को नापसंद कर सकता है, तो भी काँन जानता है कि किन्हें माना जाए, और क्यों? इसलिए संत भी इसे कठिन प्रश्न की तरह लेते हैं। स्वर्ग का मार्ग-ताओ-बिना संघर्ष के विजय में कुशल है, बिना शब्द के वठ पाप और पुण्य को पुरस्कृत करता है, बिना बुलावे के वह प्रकट होता है, बिना स्पष्ट योजना के फल प्राप्त करता है। स्वर्ग का जाल व्यापक और विस्तृत हैं। उसमें बड़े-बड़े छिद्र है, तो भी उससे कुछ भी निकल नहीं पाता।
