It holds that both are not only necessary but compliment to each other, if applied properly. National ethics is unavoidable upto a certain stage of society. But the leaders must aim at the Universal ethics and be clear in their mind that national aspiration does not mean dominance or prosperity at the expense of others. At the same time it should be realized that the service to one's nation is only a step towards service to the entire uni
verse.
The same is the criterion for cultural development. An individual or a nation is cultured to the extent it has inculcated Universal ethics in its life.
